REQUEST FOR PROPOSAL
ADMINISTRATION BUILDING RENOVATION FOR
SER-JOBS FOR PROGRESS OF THE TEXAS GULF COAST, INC.
SER Jobs for Progress of the Texas Gulf Coast, Inc. was founded in 1965 through the combined
efforts of the League of United Latin American Citizens (LULAC), the G.I. Forum, and the
Department of the Navy. It began as a volunteer job bank for Hispanic Veterans and is now a
nationwide network of 42 affiliates operating in over 200 offices. SER is a not for profit
The SER Board is ready to finalize plans for construction. A Building Committee has been
formed to oversee the project planning and implementation. Federal funds will be allocated to
finance the construction of this facility. SER has received two federal CDBG grant awards
with which the selected General Contractor will comply with all related requirements,
including but not limited to the Davis-Bacon Act, Section 3, and MWSBE requirements.

On behalf of SER Jobs for Progress we are requesting your firm to submit a stipulated sum
that includes a fee to provide value engineering construction services, general conditions, fee
for services to complete the Project, and the cost of work for the renovation of a 22,528 SF
two story office building on its current 2.44 acre site located at 1710 Telephone Rd. Houston,

As part of the value engineering construction services, the GC will assist SER Jobs for Progress
and the design team in evaluating pricing and life cycle costs for system and materials options,
provide cost reduction suggestions, analyze construction phasing and staging, and provide
construction cost estimates based on Construction Documents for the purpose of budget validation.
Following fund raising for the Project, and assuming SER Jobs for Progress decides to proceed with
the Project, the construction contract will be a stipulated sum.
Contractors shall provide 5 copies of their proposals and include the information listed below. The
information requested must be included in the text of proposal and be presented in the order
indicated. Additional information such as exhibits may be attached. SER makes no assurances that
any information or exhibits will be returned.
The written proposal shall include the following eleven sections in the order specified here
and separated by tabs:
1. Proposer Information (not to exceed 2 pages)
• Firms History, including revenue of the last fiscal year
• Safety Program including EMR
2. Proposed Approach (not to exceed 4 pages)
• A statement of your proposed approach to the project Scope of Work. Description
of the services and activities as they relate to the proposed scope of service that
your firm proposes to provideto SER for this project.
• Description of your firm's experience (and the experience of any sub-contractors), if
any, with providing similar services for nonprofit organizations and also with schoolrelated

• Organizational chart (1 page).
• Brief resumes of each key team member (1page for each resume).
4. Bidders’ Stipulated sum to complete the Project. Bidders are to include breakout costs for
the contractor’s fee for services to complete the Project, fee to provide value engineering
construction services, General Conditions, and Cost of the Work (not to exceed 4 pages,
excluding Exhibit B, Exhibit G, Exhibit H, Exhibit I, Exhibit J, Exhibit K)
• Outline your proposed pricing structure or cost proposal for the Project.
• Provide your standard hourly fees by job classification and billing criteria for
providing the services described in the RFP.
• Please include a description of any discount offered to nonprofit clients and an
outline of any other fees or charges.

5. Professional References: Please provide 3 references of clients your firm or its
principals have provided services for within the past five years for a similar scope of
work. Include the name of the firm as well as the specific individual to becontacted.
6. Certificates of Insurance. At all times while performing under this Agreement,
Contractor (and any permitted subcontractors) shall carry and maintain with insurers
licensed to do business in the State of Texas and on terms satisfactory to Owner, the
(a) Worker's Compensation and Employers' Liability insurance covering
all employees as required by state and federal laws, including the Longshoremen's and
Harbor Worker's Compensation Act (if applicable) and under the Jones Act (if
applicable) covering all employees subject to the particular Act, and Employers' Liability
insurance with a limit of $1,000,000 per occurrence;
(b) Commercial General Liability insurance including Premises-
Operations, Contractual Liability (for any contracts with Owner), Independent Contractor
and Products-Completed Operations Liability, XCU coverage, with policy limits of
$2,000,000 and $4,000,000 in the aggregate;
(c) Automobile Liability insurance covering all of Contractor's owned,
hired and non-owned vehicles with limits of $1,000,000, each accident – Single Limit
B.I. and P.D. combined; and
(d) Excess Liability insurance with a limit of $10,000,000 per occurrence
covering excess Employers' Liability, Commercial General Liability and Automobile
With respect to all of the insurance provided for in this Section, Contractor hereby
waives, and shall cause the insurer(s) to waive, any right of subrogation. All policies of
insurance required hereunder (except Workers Compensation) shall name "SER Jobs
for Progress of the Texas Gulf Coast, Inc.," its direct and indirect subsidiaries and
affiliates, Project Control of Texas, Inc., and their respective officers, directors, partners,
members, employees and agents as additional insureds, and such policies shall provide
the additional insureds with the same coverage as provided to the named insured under
such policies, but only to the extent of Contractor’s negligence. The coverage provided
hereunder shall be primary over any insurance maintained by the additional insureds for
their own behalf (which other insurance, if any, shall be excess, secondary and
noncontributing to that provided by Contractor hereunder). There shall be no gap in the
dollar value of the additional insureds' coverage under the above policies from the
policies' deductible amounts up to the full limits of the policies. Contractor shall furnish
to SER Jobs for Progress of the Texas Gulf Coast, Inc. and Project Control of Texas,
Inc., before performing any work hereunder, certificates of insurance evidencing that
such insurance is in effect, and that the required waivers of subrogation and additional
insured endorsements have been provided, and containing the unequivocal agreement
on the part of the insurer to notify SER Jobs for Progress of the Texas Gulf Coast, Inc.
of any cancellation or material change in coverage at least 30 days before the effective
date of such cancellation or change. The insurance coverage provided by Contractor
shall operate independent and apart from any obligations imposed on Contractor under
the indemnity provisions in this Agreement or elsewhere.
7. Conflict of Interest:
• Submit a statement describing any potential conflict of interest or appearance of
impropriety, relating to other clients of SER Jobs for Progress, or officers, directors,
and employees of SER Jobs for Progress, which could be created by providing
services to SER Jobs for Progress. Indicate what procedures will be followed to
detect and notify SER Jobs for Progress and to resolve any conflicts of interest.
Indicate any pending litigation and/or regulatory actions by any oversight body or
entity that could have an adverse material impact on the firm's ability to serve SER
Jobs for Progress.
8. Evidence that your proposed workforce meets Section 3 target requirements (See Exhibit

10. A bid guarantee from bidder equivalent to five percent of the bid price. The “bid guarantee”
must consist of a firm commitment such as a bid bond, certified check, or other negotiable
instrument accompanying a bid as assurance that the bidder will, upon acceptance of the
bid, execute such contractual documents as may be required within the time specified. A
payment and performance bond for 100% of the contract price will also be required of the
Contractor for the Project.
11. Commitment to the Project.
SER Jobs for Progress makes no representation that an award will be made as a result of this RFP.
SER Jobs for Progress reserves the right to award separate construction contracts for portions of
the project, as in its sole discretion deems appropriate.
